The plain version
The moon does not grant anything and writing a wish down does not make it likelier by itself. What makes it likelier is that a written sentence is specific, and specific things get done while vague ones stay on the list for years.
So take the ceremony as lightly or as seriously as you like, and keep the specificity, because that is the part that works.

Small, quiet things, mostly. Getting back in touch with someone. A first evening of a course. The phone call about the thing that has been in the drawer since spring.
What comes up almost as often is permission. People arrive at a new moon wanting to begin something and spend most of the ten minutes arguing about whether they are allowed, which is a more interesting reading than the plan itself.

The ones that last have a day and a size. I walk on Tuesday evenings. I write for twenty minutes on Sunday before anybody is up. I message one person on Thursday. Small enough to be slightly embarrassing is about right, because those are the ones you still do in a bad week.

That happens, and it is not a failed evening. Sometimes a new moon arrives while you are still finishing something, and the honest answer to what wants starting is nothing yet. Write that down instead. It is worth more than a wish you did not mean.

Two weeks from now there will be a full moon, and if you have kept your sentence somewhere visible you will get to see how much of it you meant.
Beginnings are allowed to be unimpressive. Most of the ones that lasted were.

What is a new moon good for?
Starting something, in the modest sense of naming it and taking one step. The moon is invisible at that point, which is a fair picture of most beginnings, since nobody can see them yet either.
Do I need to set intentions?
You need to be specific, which is the useful half of that idea. A wish with no verb in it will still be a wish next month. A sentence with a day of the week in it tends to happen.
What if I miss the exact night?
Then do it the next evening. The moon is dark for a couple of days and the calendar is not a test. What matters is that you did the ten minutes at all.
